Roundtable Workshops
Our workshops are for educators, advocates, and everyday New Yorkers who want clear, practical tools about the NYPD protest-policing settlement—and how to use them. Learning together is power: when people know the rules and how to spot (and report) what’s happening on the ground, change sticks. If you’d like a facilitator in to lead a session for your class, team, or community group, reach out by email (oafriyie@nyclu.org).
Understanding the Settlement: History & Landscape
This session grounds us in what happened in 2020, the patterns that led to the lawsuits, and how we got to the Payne v. de Blasio settlement. We connect lived experience to the big picture—so everyone leaves with a shared foundation and a clear sense of why this agreement matters now.
You’ll leave with:
- A plain-language overview of what changed and why.
- The historical context for tactics like kettling, heavy deployments, and interference with press/legal observers.
- A shared vocabulary for community conversations and organizing.

The Settlement in Practice
This session turns the agreement into day-to-day do’s and don’ts: the tiered response model (start at the lowest tier and only escalate if needed), limits on force, what “clear, audible dispersal orders with exits and time to leave” should look like, and protections for press and legal observers. We focus on what community members can see and document at protests.
You’ll leave with:
- A checklist of visible compliance markers (de-escalation first, no kettling, clear exits and time, protected observers).
- When arrests require higher-level approval and what lawful processing should look like.
- How to document what you see safely and effectively.
